Overview

Parlier Unified School District is committed to resolving concerns fairly, promptly, and in accordance with applicable laws and Board policies. The District provides several complaint and grievance processes depending on the nature of the concern. This page is designed to help students, parents/guardians, employees, and community members identify the correct complaint process and understand how to proceed.

How to File a Complaint

Before filing a complaint, please review the descriptions below to determine which process applies to your concern. Filing under the correct procedure ensures your complaint is reviewed promptly and appropriately.

Complaint Processes

1. Employee Complaints (Board Policy 4144)

Who may use this process:
District employees and job applicants

This process applies to complaints involving:

  • Misapplication of District policies, regulations, or procedures
  • Improper governmental activity
  • Gross mismanagement or significant waste of funds
  • Abuse of authority
  • Specific danger to public health or safety
  • Whistleblower complaints

This process does NOT apply to:

  • Discrimination or harassment complaints (see Uniform Complaint Procedures)
  • Employment grievances are subject to collective bargaining agreements
  • Williams-related complaints

Overview of the Process:

  • Step 1: Informal resolution with supervisor or site administrator
  • Step 2: Formal written complaint at the site level
  • Step 3: Appeal to the Superintendent or designee
  • Step 4: Appeal to the Board of Trustees

2. Uniform Complaint Procedures (UCP)

Who may use this process:
Students, parents/guardians, employees, or community members

This process applies to complaints involving:

  • Discrimination, harassment, intimidation, or bullying
  • Retaliation
  • Title IX (student-related complaints)
  • Section 504 of the Rehabilitation Act
  • Failure to comply with state or federal education program requirements
  • LCAP-related complaints
  • Migrant education, foster youth, homeless education, and other categorical programs

Key Features:

  • Written complaint required
  • Investigation and written decision
  • Right to appeal to the California Department of Education

3. Williams Uniform Complaint Procedures

Who may use this process:
Students, parents/guardians, or community members

This process applies to complaints involving:

  • Insufficient instructional materials
  • Teacher vacancy or misassignment
  • Emergency or urgent facility conditions

4. Discrimination in Employment

Who may use this process:
District employees and job applicants

 

This process applies to complaints involving:

  • Discrimination in employment
  • Sexual harassment in employment
  • Retaliation related to protected employment activities

These complaints are handled in accordance with District nondiscrimination policies and applicable state and federal laws, including Title IX as it applies to employees.

Confidentiality & Protection Against Retaliation

The District prohibits retaliation against any individual who files a complaint or participates in a complaint investigation. Confidentiality will be maintained to the extent possible and consistent with legal requirements.
