Williams Uniform Complaint Procedures

Overview

Parlier Unified School District is committed to ensuring that all students have access to the basic educational resources required by law. In accordance with Education Code section 35186 and Title 5 of the California Code of Regulations, the District has adopted the Williams Uniform Complaint Procedures to address specific concerns related to instructional materials, teacher assignments, and school facilities.

This process provides students, parents/guardians, and community members with a clear and accessible method for filing complaints and ensures prompt resolution.

What Is a Williams Complaint?

A Williams complaint is a complaint that alleges any of the following conditions at a school site:

  • Insufficient instructional materials
    Students do not have standards-aligned textbooks or instructional materials to use in class or to take home.
  • Teacher vacancy or misassignment
    A classroom is staffed by a teacher who does not hold the required credential or authorization, or a teaching position is vacant.
  • Emergency or urgent facility conditions
    School facilities pose a threat to the health or safety of students or staff (e.g., gas leaks, non-functioning restrooms, unsafe structural conditions).

Who May File a Williams Complaint?

The following individuals may file a Williams complaint:

  • Students
  • Parents or guardians
  • School employees
  • Community members

Complaints may be filed anonymously.

How to File a Williams Complaint

Step 1: Obtain a Complaint Form

Williams complaint forms are available:

  • At each school site
  • At the District Office
  • On the District website

Complaints may be submitted in writing or orally. If a complaint is made orally, District staff will assist in reducing the complaint to writing.

Step 2: Submit the Complaint

Completed complaint forms may be submitted to:

  • The school principal, or
  • The District Office

Step 3: District Investigation and Response

  • The District shall investigate the complaint and take appropriate corrective action.
  • A written response shall be provided to the complainant within 45 working days of receiving the complaint, unless the complainant requests an extension in writing.
  • If the complaint was filed anonymously, the response will be sent to the school site or District Office where the complaint was filed.

Appeals

A Williams complaint may be appealed only if the complainant believes the District failed to comply with procedural requirements.

Appeals must be submitted in writing to the California Department of Education within 15 days of receiving the District’s response.

Confidentiality and Protection Against Retaliation

The District prohibits retaliation against any individual who files a Williams complaint. Confidentiality will be maintained to the extent possible and consistent with applicable law.
