NOTICE INVITING BIDS: Parlier High School Stadium Replacement Project
Notice is hereby given that Seals Construction, Inc., the selected Lease-Leaseback Contractor, will receive bids via email at [email protected] for the construction of the Parlier High School Stadium Replacement Project on behalf of Parlier Unified School District.
Bid Deadline
Bids will be accepted until 2:00 PM on Tuesday, June 16, 2026. Proposals will be privately opened and evaluated thereafter.

A Non-Mandatory Subcontractor Pre-Bid Meeting will be held:

Project Description
The project consists of the replacement of the existing stadium and associated on-site and off-site work as indicated in the plans and specifications prepared by PBK Architects.

Prevailing Wage Requirements
This project is subject to the requirements of California Labor Code Section 1770 et seq., including prevailing wage requirements, apprenticeship training, and compliance with applicable labor laws. Prevailing wage information is available at the California Department of Industrial Relations website.
Fingerprinting and Background Checks
Pursuant to California Education Code Section 45125.2, contractors providing construction services to the District must ensure the safety of pupils where employees may have contact with students. Contractors must complete the required “Declaration Regarding Employee Fingerprinting and Criminal Background Check.”
DIR Registration Requirements
No contractor or subcontractor may be listed on a bid proposal or awarded a contract for public work unless registered with the California Department of Industrial Relations pursuant to Labor Code Section 1725.5.
Skilled and Trained Workforce
This is a Lease-Leaseback project and is subject to Skilled and Trained Workforce requirements pursuant to Education Code Section 17407.5 et seq.
Compliance Monitoring
This project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations.
Prequalification Requirements
In accordance with California Assembly Bill 1565 and Public Contract Code Section 20111.6, all General Contractors and Mechanical, Electrical, and Plumbing (MEP) subcontractors must be prequalified for projects valued at $1 million or more that are funded in whole or in part with State Facility Bond funds.

Bonding Requirements
Payment and performance bonds may be required for subcontracts exceeding $250,000. Contractors are requested to indicate their bonding rate on their proposal.
Reservation of Rights
Seals Construction, Inc. reserves the right to reject any or all proposals, waive any irregularities, accept proposals in any order or combination, and modify the scope of work after proposals are received as deemed appropriate.
