Home and Hospital Instruction (HHI) & Homebound Services
Parlier Unified School District is committed to ensuring the continuity of education for students who are unable to attend regular school sessions due to a temporary disability.
What is Home and Hospital Instruction?
Home and Hospital Instruction (HHI) provides five (5) hours of instruction per week for students who are confined to home or a hospital due to a temporary medical or mental health condition. These services are designed to help students maintain their academic progress during a short-term absence.
- Legal Authority: In accordance with California Education Code §44873, a request for HHI must be supported by a statement from a licensed California physician or surgeon that includes a medical diagnosis.
- Duration: HHI is a temporary service, generally not to exceed 90 days.
- Eligibility: HHI is authorized by the District, not the treating physician. Please note that chronic conditions (such as asthma, diabetes, or epilepsy) may not qualify for HHI.
How to Apply for HHI Services
To make this process as easy as possible for our families, we have provided the necessary forms below. To begin the application, please download and complete the following:
Step 1: Parent Agreement (Attachment A) – To be completed by the parent or guardian.
Step 2: Medical Documentation – Depending on the nature of the condition, have your child’s treating provider complete one of the following:
- Medical Condition (Attachment C): To be completed by a licensed physician or surgeon.
- Mental Health Condition (Attachment D): To be completed by a licensed clinical psychologist or psychiatrist.
Step 3: Authorization for Release of Information (Attachment E) – This allows the District to communicate with your child’s healthcare provider to coordinate educational planning.
Important Information for Parents

- Homebound for Students with IEPs: For students eligible for special education, "Homebound Instruction" is a placement determined by the Individualized Education Program (IEP) team. An IEP meeting must be convened to implement these services.
- Home Environment: A responsible adult (18 years or older) must be present in the home during the teacher's visit.

- Extracurricular Activities: Students receiving HHI are generally not permitted to participate in extracurricular school activities, including sports, dances, or field trips, unless released by a physician.
